Champion Letter Regarding Litter

Those of us in Ward 6 over the last few weeks have seen the effects of what we’ve called “Monday windstorms” and the resulting increase in the amount of garbage lining our streets.  On April 22nd, I along with a number of local ward 6 residents took part in my 2nd Annual Park Clean-up at Meighan Park and we saw first hand the effects of flying trash in our neighbourhoods.

Today in the Milton Canadian Champion, ward 6 resident J F Hardacre presents some ideas for everyone because the wind is everywhere, not just in our ward (No politicians/hot air comments please 🙂 )

Read your recycling calendar to help eliminate litter

Dear Editor:

In a recent edition of the Champion, Helena Dudgeon wrote: “There are many locations in our beautiful town that through carelessness have become eyesores.”

Too true, sad to say. But where’s all this trash coming from? While a portion of it is due to some people’s sloppy habit of eating and drinking in their vehicles and then tossing the empties out the window, the sad truth is that most of the trash is the downside of our recycling program. Poorly-packed Blue Boxes and the wind that blows nine days out of 10 equal the mess we deplore.

The evidence? While walking my dogs recently in the Clark Boulevard/Bennett Boulevard area, I picked up some of the trash I came across, and it was all too obvious that it consisted almost entirely of Blue Box escapees.

Here’s a list of what I picked up and hauled home: Ninteen drink cans (not flattened), 14 water/pop bottles (not flattened, all with the caps on — caps go in the garbage, people), three juice cans, 16 paperboard boxes (most not flattened), one sheet of corrugated cardboard, one magazine, one sheet of craft paper, three flyers, two printed receipts, three tin can lids, nine newspaper pages, one paper bag, one margarine tub, one lid, one frozen juice can (not recyclable), one cellophane bag (not recyclable), one soup can, three dryer sheets (not recyclable), five clear plastic clamshells (not recyclable), one black clamshell (not recyclable), three styrofoam meat trays (styrofoam of any sort is not recyclable), one paper napkin, three plastic grocery bags (not recyclable, but I used them to put all the other stuff in). And the piece de resistance — a 2012 Halton recycling calendar.

All this (and there was much more that I didn’t have room for) from a walk around one block.

The solution? Read your recycling calendar. It tells quite clearly what should and shouldn’t go in your Blue Box. Among the should-nots are plastic clamshells, cellophane, dryer sheets, plastic toys, bottle caps, and plastic bags of any sort.

Pack your blue box carefully — completely flatten boxes, cans and plastic bottles and mash everything down into the box as far as possible. Put flimsy things like newspapers and flyers at the bottom, and any heavier stuff, like those flattened cans, on top. Don’t put any recycling in a plastic bag.

One more thing — make absolutely sure that nothing edible goes into your Blue Box. Anything edible will attract unwelcome guests like raccoons, skunks and coyotes.

A little more care and thoughtfulness in recycling will go a long way toward keeping Milton a town we can be proud to show off.

Report on Cell Tower Expected Soon

Looking at the upcoming reports listed on the Town of Milton website recently shows that there is a report on the Bell cell tower proposal at New Life Church is expected to be presented to the members of the Administration & Planning standing committee (of which I am a voting member) on May 14th.

There has been an exhaustive amount of information presented during this process.  If you remember back on March 1st, I was the first to point out this potential development in our area.  From that point on, I have done extensive research in this field and believe me, my eyes are bleary with the sheer number of reports out there, and talked with residents in the immediate and surrounding areas to get their views on the proposal.  You can also contact Halton MP Lisa Raitt’s office by going to http://www.lisaraittmp.com/?page_id=12 and sending in your comments & concerns.

The most vocal have been those who oppose the tower in our area, but I have discussed this with a number of residents who are in support of the tower and allowing the New Life Church to move forward with it.  I will be the first to admit there is a lot of information on both sides of this, and as I mentioned in a Champion article, this debate is very similar to the debate the Region of Halton recently had regarding fluoride in the water.  Emotions have been running high as the process moved forward.

I await the receipt of this report, as many residents in our wards are and as soon as its made available I will have a link to the report here.

So mark your calendars for May 14th at Milton Town Hall.  The meeting starts at 7pm and if you would like to speak on the report, you can register as a delegation for the meeting.  I will have all the information available when the report is ready.

Regional Councillors Debate Development Charges

Corporate welfare or a tax grab?

Regional council was divided yesterday on the issue of charging business owners a development charge (DC) to convert their space from a non-retail to a retail use.

The issue was a sticking point for business improvement associations that said the hefty fee, which would amount to tens of thousands of dollars, would hurt small, family-run businesses in Halton’s downtowns.

For example, a 2,500 square-foot office, which paid DCs when it was built, that’s converted to a retail use would face a $24,000 DC.

The Region has said generally retail operations generate more traffic and wear and tear on the roads in justifying the charge.

In its 2012 development charges update, the Region agreed to wave the fee for businesses under 3,000 square-feet in the interest of economic development. However, Oakville Mayor Rob Burton called the move “corporate welfare” and asked that all businesses, regardless of size, pay the fee.

His motion was supported by most of Oakville’s councillors and Regional Chair Gary Carr, but failed after being widely criticized by the majority of Halton’s 21-member council.

“This is not welfare. Honestly, if you vote for this amendment you’re stealing money from people. Let’s find out who the thieves are,” said Halton Hills Councillor Jane Fogal. “This (conversion) amount is small to Halton Region but big for the mom and pop operations.”

Added Burlington Councillor Marianne Meed Ward, “Let’s see who is in favour of a tax grab and who is against economic development and small business owners, who are residents and taxpayers as well.”

Not all were convinced that the fee for small businesses should be waved.

“Retail, when it’s converted from an industrial or office use, it creates more demand and use of our transportation infrastructure. There is a cost, it’s not free,” said Oakville Councillor Tom Adams. “We’re talking about money that will come out of the taxpayers pocket eventually for the benefit of two or three developers. That’s the exact definition of corporate welfare.”

Fogal asked if businesses who convert from a retail operation to non-retail would receive some sort of refund on the development charges previously paid, however staff said that move would create uncertainty in terms of regional revenue.

The conversion fee was part of Halton’s 2012 development charges update, which was passed by council.

Currently non-residential DCs — office space, retail and industrial — are grouped together. The updated DCs, which come into effect September, separates retail and non-retail business into two separate categories with retail DCs increasing by 52 per cent and the non-retail charge decreasing by 25 per cent for Greenfield development. 

Community Fund News Update

Almost a year ago, Ward 5 Councillor Arnold Huffman had asked the Community Services Advisory Committee (CSAC) to review possible changes to the Milton Community Fund to allow for a special category to be set up specifically for Milton based service groups like the Optimist Club, Rotary Club and Royal Canadian Legion to name a few.

This option was reviewed by the CSAC members (of which both Arnold and I are council representatives for) and the report was returned to council with the recommendation that it not move forward.  Before the report from CSAC could be voted on by council, a motion to defer and send it back was moved and passed.  This allowed CSAC to review it again along with additional feedback from area service groups with the result being the same.

This means the $100,000 will be put back into the Community Fund for 2012.  This amount for the last few years had been allocated to fund the construction of the Milton Centre for the Arts and once that was completed, it was to be directed back into available funds for allocations by CSAC.  During the 2011 budget process, Arnold made the motion to have CSAC review the special allocation in the fund for service clubs and over a year later the matter has been resolved.

The 2011 Community Fund allocations this past year actually ran out as there were so many qualified applicants.  As Milton grows and if the Community Fund is to be successful we need to make sure that there is enough money in the fund for future needs.  Funding for the CF comes from the slot revenues from OLG and not from your tax bill.  With the CSAC motion approved by Milton Council, the $100,000 will be available for all members of the community through the fund.  When the 2012 guidelines have been approved by council later this month, I will post a link so people can apply if needed.

Service groups denied – Council votes against matching program from Milton’s Community Fund

Councillors have voted not to allocate $100,000 from Milton’s Community Fund specifically to service groups.

Without discussion on Monday night, council approved a staff report that recommended against a new matching program to help service clubs fund Milton-based projects.

Ward 5 Councillor Arnold Huffman asked staff to investigate the feasibility of the program in early 2011. At the time, he said the matching program would help fundraising initiatives for new projects and possibly increase membership levels. Huffman was absent from Monday’s meeting.

Twice, the Community Services Advisory Committee (CSAC) — the committee that reviews the community fund allocations — voted against the matching program. One of the meetings took place in late January and members of Milton Council were not permitted to attend as to not influence other CSAC members.

Close to $290,000 from the 2011 Milton Community fund was distributed to individuals and groups in town.

The 2012 program will see $350,000 distributed.

Upcoming Public Meetings

There are two upcoming public meetings on Monday March 19th as a part of our Administration & Planning meeting that residents in ward 6 would be interested in.

The first one is a potential development at the north west corner of Thompson Road and Louis St Laurent that would possibly bring in a Tim Horton’s restaurant along with drive thru across the street from the Metro Mall.

I had an opportunity to meet with the person designing the development and I was very encouraged that the designs included lots of room for cars to enter without having any backup on the main roads (Thompson / LSL)  Its a situation that many drive thru’s run into…too many cars at busy points in the day lead to spillage on the roads and potential safety issues and traffic backups.

In addtion to a well designed parking lot with lots of spaces and room to move for vehicles, the outward design is also very nice.  Utilizing stone in the design keeps with the “escarpment feel” Many residents have commented that new development in Milton seems to be all over the place design wise and no continuity.  As soon as I can get the designs scanned in (likely when the agenda is available online – Thursday before the meeting) I can post it to show you.  It does look really nice, but I wont know until the final presentation is made.  This meeting is to ask for a zoning by law change to allow this future development.  There is still time before the site plans etc are to be presented.

The other public meeting to be held that night concerns zoning application at the corner of Hwy 25 and Louis St Laurent from Mattamy Corporation.  The link to that public notice is here.

That is a request to change the zoning to Future Development, which can lead to something similar at this location as the previous one, or something different.  The full details will be listed before the meeting so if you have any concerns, please let me know.

Milton Town Council Meeting February 27 2012

The next meeting of Milton Town Council is on Monday February 27, 2012 starting at 7pm at Milton Town Hall.

The governing body of the Town of Milton is Town Council, consisting of the Mayor and 10 Councillors who represent Milton’s eight wards.  Milton residents elect members of Council for a four-year term of office.  You can find a link to watch the Town Council meetings here.  The meetings are also broadcast on TV Cogeco (Channel 14).

Town Council deals with:

  • Matters requiring policy direction
  • By-laws or by-law amendments
  • Responses or actions to pertinent issues

Council also makes decisions on the recommendations of Milton’s two Standing Committees of Council:

  • Administration & Planning Committee
  • Community Services Committee
