35,000 people in Milton had their say.  They want the governments at all levels to make the expansion of Milton’s Hospital a priority…and NOW!  The only question that remains is will David Caplan, Minister of Health and George Smitherman, Minister of Infrastructure listen???  Only time will tell.

Nearly 35,000 residents sign petition postcards in group’s ongoing push for hospital expansion

A volunteer group dedicated to securing provincial approval and funding for an expanded Milton District Hospital says it has collected signatures from close to 35,000 people on postcards addressed to Ontario’s Minister of Health.

“The incredible enthusiasm in this community is amazing,” said Pete Pomeroy, co-chair of the Friends of Milton Hospital, which started its postcard signing blitz about two months ago assisted by $25,000 in funding from the Town of Milton.

The group is now hoping to deliver the postcards personally to the Minister of Health, David Caplan, and it also wants to meet with the Minister of Infrastructure, George Smitherman. The two ministries are expected to make final decisions on which of 58 proposed hospital capital projects will get put onto an updated 10-year infrastructure plan, expected to be released this fall.

“We need a hospital (expansion), we need a place to go that ourselves and our family feel we’re going to get the care that we need, they (the hospital) have the specialties that we need, that we can have faith in our hospital,” said Cari Kovachik-MacNeil, co-chair along with Pomeroy.

The duo met last Wednesday to present their case to Dr. Sacha Bhatia, healthy policy advisor to Ontario Premier Dalton McGunity.

Bhatia listened to the group’s concerns but advised them they should be working with officials from the ministries of health and infrastructure and the Mississauga-Halton Local Health Integration Network (LHIN), said Karman Wong, a spokesperson from the Premier’s Office. LHINs are responsible for planning, funding and integrating health care services locally.

“At the end of the day, decisions on which hospitals should get funding shouldn’t be political,” said Wong. “They should be based on where the need is.”

The criteria for assessing that need is what concerns Pomeroy and Kovachik-MacNeil. They said at least one criterion the Province will be using is wait time statistics for hospital emergency rooms (ER).

In this respect, statistics show Milton District Hospital fares better than most hospitals. For the first quarter of this year, the average wait time for a serious condition at the hospital ER was just under five hours, a couple hours better than the provincial average and about half the time spent by patients at hospitals in Burlington and Mississauga.

“Having said that, health care is more than emergency (service),” argued Kovachik-MacNeil. She said patients from Milton should not be forced to go to other hospitals for specialized services.

Pomeroy added many people believe HHS’s new Oakville-Trafalgar Memorial Hospital, expected to begin construction over the next couple years, will be a regional hospital built to accommodate the needs of Miltonians.

“But it isn’t true, that isn’t the case,” said Pomeroy.

While the Friends of Milton Hospital’s postcard campaign has wrapped up, a similar petition for a Milton hospital expansion is still being circulated.

Led by former director of development with the Milton District Hospital Foundation, Donna McLaughlin, the Milton Hospital Action Committee said in April it wanted to collect 50,000 signatures on a petition to be presented to the provincial legislature by Halton MPP Ted Chudleigh on June 6.

“It (the petition) was about 8,000 (signatures) at the end of June and we decided to hold it for the summer,” said Chudleigh. “They’re still collecting signatures and I’m going to present it in the House in September.”

Time to expand Greenbelt?

This from todays Globe and Mail.  With the changes that are being made and expanding the provinces green belt (ie cant build here legislation) it could definately throw a monkey wrench in municipalities plans for further growth.  Just a couple of years ago, Dalton McQuinty made changes to the “Places to Grow” quotas for population growth and places like Georgetown, Oakville and Milton among others made changes to their development plans.

Now it seems the province wants to change the rules again without making amendments to the other legislation.  This esssentially means that the province wants more people in smaller areas.  Seeing how theyve laid the ground work for more people or population density in a specific area…they have now made that specific area much smaller.

For those of us who like Milton the way it is (minus all the highrise apartments that dot the skyline of places like Toronto, Mississauga etc) might be in for a fight.  WIth Premier Dalton and the Ontario government making these changes, it will force municipalities to make more changes to their official plans for growth, change bylaws that are in place for height restrictions on buildings like we have here in Milton, and before you know it Dalton and his boys have just erased the view of the escarpment for 90% of us. 

And its not just that.  Milton, for all its good and bad, has a certain feel to it.  We can drive in along Derry Road or Britannia Road, enjoy a bit of farmland (at least for the time being) and have our view unobscured by large apartments and condo developments.  Things are definately in for a change.

New greenbelt rules poorly timed, industry says

A move by the province to give municipalities authority to expand the 1.8-million-acre Greater Golden Horseshoe Greenbelt has come at the wrong time, according to the development industry.

Last week, the province published criteria for the expansion of the protected lands at municipal behest. It included a requirement that municipalities could propose changes in the greenbelt boundaries only after public consultation and approval by both local and upper-tier municipalities.

The new rules are unlikely to have an immediate impact on the development pattern in the Golden Horseshoe. However, they have the potential to drive the next generation’s development farther away from Toronto, if municipalities close to the city choose to expand the greenbelt.

To get provincial approval, a municipality would have to show that the new boundary meets the same criteria for the protection of land with environmental or agricultural importance that the province used to establish the original greenbelt legislation in 2005.

When the province created the greenbelt, some municipalities, such as Waterloo Region and Wellington County, argued that it should have been larger. The province brought down its new rules in response to this pressure.

What upsets industry is the possibility that the latest change could throw a last-minute curve at municipal efforts to bring official plans in line with the provincial Places To Grow Act, which sets population and density targets for the most populous urban area in Canada.

“This is premature and a potential distraction,” Stephen Dupuis, chief executive officer at the Building Industry and Land Development Association, said in an interview.

Municipalities have been scrambling to align official plans with the Places to Grow Act by a provincial deadline of next June, but under the new greenbelt criteria, a municipality “may initiate a request to grow the greenbelt at the same time as it is undertaking its Growth Plan conformity exercise,” the province said.

“All these municipalities are working on a conformity exercise, and hopefully, they are going to meet the deadline. But you throw this into the mix, and they could be sidetracked. The next thing you know, this could be an excuse for delay,” Mr. Dupuis said.

Tony Guergis, warden of Simcoe County, a municipality in which environmentalists have said the greenbelt should be expanded, said he welcomed the new greenbelt authority for municipalities as a confirmation of the county’s ability to protect the environment.

Even so, he said, “we could have planned without it. The County of Simcoe’s new official plan protects over a third of the entire county as it is. I think we are well on the way to achieving and meeting what it is … that is what this direction from the province is trying to get at.”

As well as Simcoe County, other areas where an expanded greenbelt might come into play are Caledon, Halton Hills, and the outer parts of the Golden Horseshoe such as Waterloo Region or neighbouring Wellington County, which surrounds the city of Guelph, an industry analyst said.

But attempts to expand the greenbelt could pit countryside landowners against city folk.

When the province set the greenbelt boundaries three years ago, some councillors in Halton Hills thought that another 7,000 acres of the town should be included, but they backed off when farmers complained that it would deprive them of retirement incomes when they sold their farms.

In the longer term, the possibility of expanding the greenbelt raises two other vital issues.

One is where growth will go once current development areas are built out. Currently, the land zoned agricultural that lies outside urban boundaries acts as a reserve for the period beyond 3031, when urban areas are expected to be built out.

If the greenbelt line moves, it will change the urban development pattern. “Growth pressure had to find an outlet,” Mr. Dupuis said.

The other issue is that the new plan could create political tensions inside two-tier municipal and regional governments. If lower-tier municipalities respond to pressure to limit growth by proposing changes to greenbelt boundaries, it would shift the growth pressure to a neighbouring municipality, said a development-industry executive who asked not to be named.

By the sounds of this letter to the Champion last week, they might be jumping the gun. Milton resident Robert Harris states that the Town of Milton should wait until the Region of Halton completes its “Sustainable Halton” plan before making changes to how the town is divided up. Here’s the letter…

Doing review of town’s ward boundaries now is premature

Hats off to Councillor Colin Best, who stated the obvious at a recent town council meeting about waiting for the Sustainable Halton plan as the template to follow before realigning ward boundaries in Milton.

He has shown that he can envision town growth and at the same time save taxpayers money — a sum of $40,000.

The optics around this ward boundary review recommended by council don’t look good at this time. Some would look at it as an attempt by some councillors to possibly ensure another term in office by surgically removing urban growth within their wards.

It could be initially viewed as an effect to ensure representation for rural Milton, but the consultant’s report will probably recommend a reduction in councillors in these sparsely-populated wards, favouring representation for urban areas.

Rural Milton stands to come up shorter in representation as a result of this poorly-timed initiative.

Best’s view to wait until the 2014 election to realign ward boundaries is prudent and falls in line with regional council’s decision.

The Region has stated that there’s to be no change in the number of councillors representing Milton until the 2014 election.

I say wait, Milton council, and save the taxpayers some money. This will prevent the possible hassle of a future Ontario Municipal Board hearing over proposed ward boundaries that will require changes again after another four years of growth.

In case you missed it, the Town of Milton recently commissioned a study to review the ward boundaries for the next municipal election in 2010. Currently, the town has 4 wards with two councillors serving for each ward. For much of the new area south of Derry, we live in whats called ward one.

Before the “big pipe” was built and the throngs of new homes were constructed here, ward one was mainly a rural ward much like ward 3. Seeing ow the majority of the growth has happened here, theres a population spike in our ward and what looks like an unfair balance in the way we are represented on council.

Councillor Brian Penman at the April 28th meeting of council stated that it was difficult to answer the calls and emails from the growing number of residents in ward one. It is this logic which brings us to the changing of the boundaries in Milton.

Yes it does need to be done. Right now ward one has the largest population of all the wards and continues to grow with every new family that takes possession of their new homes. The population will continue to grow over the next couple of years and if I plan on running again in 2010 for town council, it will essentially be double the size of 2006 election. (I need the exercise anyways)

Milton, we have a problem. The Region of Halton has yet to make formal its “Sustainable Halton” initiative which will make clearer what new developments are going to be approved and when. While it might seem that Milton has reached its peak in development and population, there is still lots of land to build homes and businesses in the coming years. The Town of Milton has just entered into talks for the Wilfred Laurier University education park, which would bring thousands of new residents to town to continue their studies.

The land surrounding the hospital is to be developed for commercial and residential use, not to mention HOPEFULLY the province gets off its duff, and makes changes to ensure the expansion of Milton’s hospital (thats another rant) and many more subdivisions to come.

Regional Councillor Colin Best made mention of this very fact at that meeting and urged council to hold off until the Region has finalized its plans.

With all this new development to come, it could change the population of the now Ward one area by upwards of 40,000. Then at that time, changes would have to be made again.

So whats the hurry then? Why doesn’t it make sense to Milton council to hold off on the ward changes and wait for the Region in 2014 and then make the much needed adjustments to the wards? Good questions.

This doesn’t even touch the cost of the program yet. The Town staff has budgeted $40,000 to pay for the study to be done. Dr. Robert Williams, who is a political science professor is also doing a similar study for the city of Kitchener and is expected to make his ideas known soon. I do have a problem with the cost of this study and where the money was to be coming from.

The Town of Milton gets a per centage of the revenues from the Mohawk Racetrack just north in Milton. Its a great deal that was signed awhile back to ensure the racetrack gives back to the town. These revenues are to go to programs like the Milton Community Fund that helps organizations and events in town with raising money to help better our community. Proceeds from the racetrack revenues are NOT to go to operating expenses but towards programs like this and possibly capital programs to help the town grow.

It would be like you turn to your spouse and ask them to go to the corner store to buy a lottery ticket so you can afford to buy milk and bread for your family. Its just wrong.

The money to commission this report was going to come from that fund…which is wrong. Town staff does the odd thing right but this idea, whoever it was, is just plain stupid. Before the motion was passed by council, they made an amendment to have the cost of the study come from the Capital Works reserve fund.

So, given the fact that once the Region finalizes the SH plan, we as a town will have to do this all over again. Lets save $40,000 from our reserve funds and wait. The councillors can tough it out for another few years to give the residents the representation they need and once completed, we can get it right.

It doesnt seem that council is thinking that way. So, $40,000 is tossed away on a study that can wait and those funds can go to something else the town needs. The Town of Milton seems to like spending money.

Don’t get me started on how the Town of Milton is spending its away into financial problems…again, another post for another day. Seeing how time is limited with the new addition to the family, I have to pace myself in my rants to avoid bursts in blood pressure.

The topic was also brought up casually during the discussions of the April 28th meeting that they might want to look at making the Milton town council a full time position instead of what it currently is, a part time job.

While nothing was brought forward formally regarding the change in job description, the seed has now been planted to talk about it.

Community Road Watch

With the new school term beginning and the almost in synch complaints about peoples “bad driving” running rampant throughout the town this article by Halton Region Chair Gary Carr is quite timely.

Many people I spoke with during the last municipal campaign talked very passionately about road safety. In fact it was one of the core parts of my campaign. Unlike some other candidates I ran on issues that were important to Miltonians and had a plan of action for each. For every resident I talked to, I always brought up this organization as the ones to contact and find out more information. Road safety is very important…even more now that we have our kids walking through the streets to the bus stops and along the sidewalks to school.

We have all experienced it. The car speeding down the street at an obviously high rate of speed with what we all assume to be reckless abandon while a number of students are trying to cross the street to get to the school bus. I live on Yates Drive at March Crossing and I seen my share of speeders. Many of them not realizing that they are driving at excessive speeds or if they do notice, they don’t seem to care.

Many people plead from their porches and from the sidewalks to those who feel it necessary to exceed the speed limit on our residential streets and endanger the lives and safety of all of us, but most importantly our children. Those pleas go unheard.

The police cant be at every street corner in every part of town, although at times we would like nothing better than to see those who break the law get punished. The Community Road Watch program is set up for just this reason.

As the Chair of Halton Region, I have the pleasure to sit on the Board of the Halton Region Police Service (HRPS).

As a member of the police service board, I have the opportunity to hear about the community programs HRPS is involved in with the community, as well as their ideas for new projects that would benefit our community.

One very exciting project currently being run in Halton Region is the Community Road Watch program.

This is a community-operated program that gives residents the opportunity to report aggressive and unsafe drivers through a Citizen Report Form to police.

Here’s how the citizen report is processed:

The first time a citizen report is received, an information letter is sent by the police to the registered owner of the vehicle explaining that their vehicle was observed being operated in an unsafe manner at a specific time and location, and asks them to remember to drive safely on Halton roadways.

If the vehicle owner was not driving their vehicle, it is their responsibility to speak with the person who was.

The second time a citizen report is received on the same registered owner, a repeat letter is sent from the police with the potential for personal contact from a police officer to address the problem.

A third report against an owner will result in a third letter and a personal visit from a police officer.

If you observe a dangerous act of aggressive driving on the roads in Halton Region, please consider taking the time to submit a Citizen Report Form.

You can fill out the form online, or place a completed form in one of the secure drop boxes that are located throughout the community at participating police stations, businesses and libraries.

Copies of the form can be faxed to the Halton Region Police Service at 905-845-0381.

The information you provide in the reports is held in strict confidence by Halton Regional Police and you will remain unidentified.

Please fill out the forms as completely as possible to provide the police with the most information possible.

All completed forms are picked up on a regular basis and verified by the police for accuracy. I encourage you to participate in this program and help to keep Halton streets safe from dangerous and aggressive driving.

Milton’s Ivory Tower

For those of you who havent seen the news, the Town of Milton is making it known we have some coveted land available for a post secondary institution…almost like a first come first serve.

The
town has been talking about this for some time now. Its been in the works for months and they’re finally moving on the pitch. If Milton could scoop a university/college campus for the town it would be a major coup. Mississauga was/is trying for the same thing.

There is a shortage of spaces available at post secondary schools in Ontario and with getting rid of Grade 13, it only got worse with more students looking for a place to go. Its a huge piece of land and giving it away might sound like the wrong thing but the long term goals outweigh the short term.

Where its located, it can provide a huge boost…especially with young people…shopping in town. Its really close to downtown Milton which can only benefit from the additional people. Traffic of course would increase and we have to make sure the towns ready for it and plan in advance. We would have to look closely at locations in Oakville by Sheridan College and the traffic impacts there. The town would have to look at how commuters will be getting to the campus, for instance GO train or GO bus. If so, we would have to start now working on a deal with the province to provide sufficient GO bus/train service to Milton, well before the ground is broken on the campus.

You can also play devils advocate and say with bringing in more students you will increase the need for “affordable housing” IE apartments and it would also increase the demand for basement apartments. Its something I don’t think the town has an official by law on and it in turn would have to be looked at. Not everyone who would be attending this campus location would be from the area. With it getting harder and harder for students to get into high demand university programs, a good college system will be needed to catch the overflow and provide a high quality program to keep up with the needs of business and technology in the future.

And thats just the tip of the iceberg. Many questions need to be asked, studied and answered. When you make a decision like this you have to look at the long term impact…5, 10 and 15 years in the future. Its something the Town of Milton hasn’t done very well in the past and I hope that will change in the coming months/years to come.

I think, if its planned correctly, a college or university campus located in Milton can be a good thing. Only if they use common sense in making those plans. We can only hope.

Fastest-growing town in Canada offers free land in bid to lure a university or college campus

Free to a good campus: A chunk of Canada’s new boom town.

Bustling Milton may have the fastest-growing population in the country and a business boom to match, but there’s one thing it hasn’t got that it wants very badly.

It’s offering a $3.5 million parcel of land by the main drag, just steps from the GO Train station, free to the first college or university to bite.

The timing couldn’t be better, after Toronto university presidents warned this week a surprise surge in enrolment could bring 40,000 more students to GTA colleges and universities in the next 15 years – sparking talk of a possible new GTA campus.

“The way we’re growing – and the way the GTA is growing – this could be the most sensible location for a new campus,” said Mario Belvedere, Milton’s chief administrative officer, who calls the two-hectare site of the old Pigment and Chemical paint factory “a dynamite, gorgeous location.”

“We want a post-secondary institution to balance out our residential and industrial growth – we’ve got a disproportionate number of kids here and in a few years they’ll need somewhere to go for higher education,” said Belvedere.

Milton topped the charts in the latest Census by roughly doubling the number of children under 14 in just five years, making it a young town that will put pressure on the school system, he said. It opened two more schools last year and has another two ready to open this fall.

These students will be part of the boom that puts pressure on all GTA universities, as well as community colleges such as George Brown College, which face the same space crunch as enrolments climb.

The U of T already has satellite campuses in Mississauga and Scarborough. McMaster University in Hamilton plans to open a campus in Burlington. Sheridan College in Oakville has a satellite campus in Brampton. The University of Guelph has a joint campus with Humber College in Etobicoke.

Still, Milton needs its own campus, says Belvedere.

“But we realized just wishing for a university or college to come here is not enough; we need to attract their attention.”

The town acquired the land through a partnership with the Royal Bank. Officials are contacting all Ontario colleges and universities to pitch the free land. The offer expires in December 2008.

It has even posted a sign that proclaims with confidence, if few details: Future Home of Post-Secondary Institution.

“Free land!” says Belvedere. “Is that amazing or what?”

Humber College plans to open a satellite campus in 2009 in Orangeville.

Look whats coming now

Town council was told recently by the budget department of Milton that an 8 per cent increase in taxes for 2008 and a further increase of 5 per cent in 2009 will be needed in order to sustain existing service levels.

8 %? Thats not a small increase now is it? Back in 2007 taxes only went up a minimal 2% but that was just before a municipal election. We are now close to a year into the term and this comes up for discussion.

This would mean an approximate increase of $55 for residential taxpayers and $ 46 for rural taxpayers based on $300,000 value of the home. Thats just to keep things where they are now.

The town of Milton recently spent over a million dollars on new transit buses for the town. The question is do we really need them now. The quick answer is yes, but not right now. We could have maintained our transit system with the current buses acquired from the Town of Oakville.
Transit in this town is quite the issue. Some believe we need it and some say, why bother. The only hard part of this is finding out how much its being used. If it is, then it can be justified. If not (and I’m leaning towards the latter) then we can take some time, analyze ridership numbers and make those decisions later. BUT, its a done deal. Now if we didnt buy those buses, could they have come back with a smaller increase in taxes? Quite possible. But we’ll never know.

Over the course of the next few months there will be some public meetings on budget matters, and thats where Milton residents can have their say. Now, we get to see if pre-election promises match post-election actions.

In a statement I found most shocking, Councillor Jan Mowbray of ward 3 stated it would be a waste of time to ask town staff do a report for a zero increase budget. Doing what we can to save taxpayers dollars is never a “waste of time.” Thankfully her motion was defeated and town staff will look at what they can to reduce the impact.

What’s required of us? Communication. It may be summer and at this point dealing with summer vacations, soccer practices, barbq’s, and preparing our kids for school next year might be in the forefront of our minds, but we need to let our elected representatives know what you’re thinking. Phone, fax or email your councillors to let them know what priorities they should have. If the tax increases go through, we have no one to blame but ourselves.

In all reality, the tax increase might not be as high as 8 % because the town staff always asks for more and then its negotiated down to a more reasonable level. Thats just negotiations. But still, one year after a tax increase we’re hit with the possibility of even more money coming out of our pockets is hard to take.

I dont know about you but Im tired of being told its “ONLY going to be another X amount of dollars.” It seems we’re told that every time theres an increase. My response is, it its ONLY going to be that amount, then find the savings or stop spending money. This council has prided itself on being a pay as you go council. We’ll soon see.

Town’s taxes could jump up 8% in 2008

Residents can expect to pay anywhere up to eight per cent more in taxes next year, and will now play the waiting game as the Town’s 2008 budget process begins.

A budget call report — which outlines what the anticipated tax increase will be for the next year and sets directions for staff in preparing the budget — went before council Monday night.

Town director of corporate services and treasurer Linda Leeds told council a 9.36 per cent tax hike would be necessary next year to maintain existing service levels as well as a five per cent increase in 2009.

But council directed staff to prepare packages showing what the operating budget would look like at a maximum of an eight per cent increase ($55.67 more for urban residents and $45.97 more for rural based on a $300,000 assessment), as well as with no tax increase, a three per cent tax hike ($20.88 more for urban residents and $17.24 more for rural) and a five per cent increase (urban, $34.79 and rural, $28.73).

To get down to a zero per cent increase, staff would have to look at reductions in various services, Leeds told council.

Amongst the items driving up the 2008 operating budget are staff wages, new debt payments, the cost of inflation and a decrease in funding from provincial grants.

Ward 3 councillor Jan Mowbray said it’s a waste of Town staff’s time to have to crunch the numbers for a zero per cent increase.

“It seems like it’s a ridiculous exercise to put staff through,” Mowbray said.

She put forward a motion to that effect, but it failed.

Council also approved a recommendation that the $738,000 funding received from the Region of Halton for 2007 GTA Pooling be included as a funding source in preparing the capital budget.

At this point, it’s expected budget packages will go out to the budget committee by November 26, and the committee will meet for deliberations December 11.

Final council approval of the budget could be given December 17.
